Marked as a copy. Author not indicated, but possibly by Knox. Responds to Turner's query regarding the Marquis de Rouvray. Informs Turner that French officers applying for diplomas based on their Revolutionary War service must obtain authenticated applications from France (possibly for inclusion in the Society of Cincinnati). Requests information related to expected attendance at the next Society of the Cincinnati meeting.

Major Turner was Assistant Secretary of the Society of the Cincinnati 1787-1790. The Marquis de Rouvray possibly refers to Laurent Francois Lenoir.
