Writes to report on the Congressional election results from New Jersey, Pennsylvania and Maryland, and explains when the First Federal Congress will be assembled in New York. Adds that it seems probable that Mr. Chas [Charles] Thomson, the current secretary of Congress, will announce the winner of the Presidency. Docketed by Knox.

[draft]
New York 23 March 1789
To Gen Washington
My dear Sir
The Jersey election being decided, the four members from that State will be here tomorrow or next day - two from Pensylvania, who have hitherto attended the assembly of that state which has now adjourned will also be here tomorrow evening - With the above and Mr Smith who has arrived from Maryland the house of representatives will be formed on Wednesday or Thursday -
The senate now consists of ten and they expect Mr Elmer from Jersey tomorrow evening - Mr Reed of Delaware has been written to, and if he should arrives on Wednesday evening as expected both [2] houses will be formed on the 26th.
The opinions are various as to the manner of notifying the president of his appointment - At present it appears probable that the late, or present secretary of the United states in Congress assembled Mr Chas Thomson will have the honor of announcing to the President his appointment - and when the President shall arrive within a certain short distance from this place that he be met by a committee of both houses.

I am dear Sir
Your respectfully affectionate
humble Servant
H Knox
