Recommends three Colonels for promotion to Brigadier General and two Brigadier Generals for promotion to Major General. One of the officers he recommends is Colonel Nelson Appleton Miles.

Seth Williams was a Union Major General of Volunteers and served as acting inspector-general of the armies of the United States.
