Poe writes as Colonel, 2nd Michigan Volunteers. Recommends the promotion of Charles C. Baker, Company "C," 2nd Regiment Michigan Volunteers. Notes that a promotion would be given to Baker in his own regiment if there was a vacancy.
Poe was appointed Brigadier General of Volunteers in November 1862 (an appointment that was not confirmed by the Senate), and received a brevet promotion of Brigadier General, United States Army 13 March 1865.
