General Porter writes to Morgan, the governor of New York. Transmits an order (not present) appointing persons "to the vacancies occassioned by resignation and losses in action- in the 25th Regt New York Vols- subject to confirmation by your Excellency. Their appointments are for good conduct in the recent battles." Porter was commander of the 5th Corps, Army of the Potomac.
