I have received your letter of the 19th inst., in relation to the appointment of Col D.H. Hill as Brig-Gen'l, and the desire of his Excellency, the Gov. of North Carolina, that certain troops should be placed under his command and have referred it to the respectful consideration of the Secretary of War.
