Kane, H. P. Brooks, and James [Lawrence?] recommend Dr. Edward Sparks of Annapolis to Toucey's consideration for the post of naval storekeeper. Brooks relates that Sparks has recently been removed from two positions on account of his political sentiments.
Toucey served as United States Representative from Connecticut 1835-1838 and Senator 1851-1856, Attorney General of the United States 1848-1849, and Secretary of the Navy 1857-1861. Kane served as Marshal of Police in 1861 and Mayor of Baltimore 1877-78.
