Permission to affix the seal to the official copy of an act providing protection for "persons making disclosures as parties or testifying as witnesses."
I hereby authorize and direct the Secretary of State to affix the Seal of the United States to an official copy of the Act of Congress approved February 25th 1868, entitled "An Act for the protection in certain cases of persons making disclosures as parties or testifying as witnesses," and for so doing this shall be his his [sic] warrant.
