North Carolina State Convention, Burnside's Official Report of the Capture of Newbern, North Carolina.

Several editorials attack local papers and their opinions on various topics, including war and the gubernatorial elections. Notes from North Carolina's recent state convention are included, with the state comptroller's report. A notice advertises poisoned cannonballs and the possibility of poisoning water sources. Articles discuss the Conscription Act and implications on volunteers.

The Weekly State Journal was edited by John Spelman, who was also the paper's proprietor. The paper ran from 28 November 1860 to February 1864, and then from November 1879 through 25 June 1884. There was also a semi-weekly edition.

Spelman was named the Printer to the State in 1860 through 1862 and authorized publisher of the laws of the Confederacy. He previously edited the Salisbury Banner. This paper was later titled the Democratic Press, also a weekly paper.
