Congratulations to troops for all their victorious battles. Issued by Union Major General Forrest to his troops during the last year of the war. Forrest signs in print as Commanding District of Mississippi and Eastern Louisiana. Pencil inscription "To Mrs. Carter with compliments of Julius W. Lancaster" on first page. On line 19 of the text "Jacksonville" is struck and replaced with "Johnsonville."
