Possibly a note written to himself. "To boil or evaporate in a vacuum will...be free from liability to burn and will allow of reducing the liquid to any desired thickness..." Note is cut off at the end as the rest of the page is missing.
Cooper was a well known inventor and manufacturer. He built the famous "Tom Thumb" prototype locomotive, which was used to demonstrate the potential of steam-powered rail transport. He was also the founder of the Cooper Union for the Advancement of Art and Science.
