Countersigned by Secretary of State William H. Seward. Official notification of President Lincoln to Victoriana Castellanos, Acting President of the Republic of Honduras, that he has appointed James R. Partridge of Maryland as "Minister Resident of the United States" to Honduras. Partridge was appointed on 10 February 1862, presented his credentials in Honduras on 25 April 1862, and terminated his mission on 14 November 1862.
James Partridge of Maryland was minister to Honduras in 1862, San Salvador from 1863 to 1866 and under President Grant was minister to Venezuela in 1869 and Brazil in 1871. In June 1882 he was appointed by Secretary of State Frelinghuysen to be minister to Peru, after the sudden death of General Hurlbut. He served in Peru until February 1883. He returned to the U.S., tendered his resignation in May and shortly thereafter sailed for Europe. He committed suicide at Alicante, Spain on February 24, 1884.
