Mifflin, Governor of Pennsylvania, writes to Colonel Biddle, Pennsylvania Quartermaster General, regarding the transportation of President George Washington to Philadelphia. Instructs Biddle to prepare the vessel the New Line, as he wishes "to put the best Foot forward on this occasion."
