Title reads: "Second Congress of the United States: At the first session, begun and held at the city of Philadelphia on Monday the twenty-fourth of October, one thousand seven hundred and ninety-one. An act to provide for a copper coinage." Stipulates how much copper the director of the United States Mint may buy, and how the Mint is to put the coinage into circulation.
