General Ricketts writes from the Headquarters of the 2nd Division, Department of the Rappahannock, near Manassas, to Morgan, Governor of New York. Recommends the appointment of John A. [Veress?] to Colonel Adrian R. Roots's 94th Regiment, New York Volunteers. Writes, "I am enabled to judge, without making any invidious comparisons, that a competent field officer must be found beyond the limits of the regiment..."
