As Secretary of Treasury, Hamilton requests that the President and Directors of the Bank of the United States furnish the Collectors of Import and Tonnage throughout the United States with the signatures of the President and Cashier. This will enable them to detect counterfeits in cash notes of the Bank of the United States. Hamilton also mentions the payment details arranged with the Collectors of the District of Philadelphia, the city where the Bank was based.

Gentlemen,
Having directed the Collectors of Impost and tonnage throughout the United States to receive in payment, and to exchange for monies in their hands, the Cashnotes of the Bank of the United States, I have to request that you will furnish them with the signatures of the President and Cashier, and such information as you can prudently impart to enable them to detect counterfeits, which may be offered to them. A list of the Collectors in enclosed. The post notes of the Bank originally issued for terms not exceeding thirty days, will also be received and exchanged in the same way.
The Collector of the district of Philadelphia will pay into the Bank of the United States his receipt of cash for December, and will be instructed thereafter to keep his monies in that institution. He will also pay in for the account of the United States once in every week the balance of his official receipts and payments, and will deposit his current cash in your Bank.
