Confederate act resolves that the abolition of slavery is against the rules of war and that former slaves who are captured while fighting for the Union will be returned to their masters. States "emancipation of the negro slaves within the Confederate States by the enemy, is not among the acts of legitimate war; but is...among such acts as 'putting to death all prisoners in cold blood.'"
