Official act of Congress, signed by Jefferson as Secretary of State. Enacts provisions made by the second session of Congress on 4 January 1790 for deceasing the national debt of the United States. Printed names of Frederick Augustus Muhlenberg, Speaker of the House of Representatives, John Adams, Vice-President of the United States and President of the Senate, and George Washington as President of the United States.
