Concerns the stealing and carrying away of a slave named Atticus by Daniel Philbrook and Edward Kilbron from Georgia to Maine. Maine refused to surrender Philbrook and Kilbron as fugitives from justice. Resolves that states should be required to surrender fugitives from justice from other states according to the U.S. Constitution.
