Appoints James Waugh Lieutenant of a Company of foot in the first Battalion of Associates in the County of Cumberland, Pennsylvania. Note on left margin reads, "Exchanged 1 Septr: 1776. T.M." T.M. are the initials of Timothy Matlack, the clerk to the secretary at the second Continental Congress. As such, he was possibly the engrosser of the Declaration of Independence.
