Discusses collecting debts from Mr. Elwers, and remarks that Elwers broke up his business 18 months ago so he fears they will not be able to get him to pay. Encloses Willing's account balance (not present) and explains it.
Willing was Robert Morris's business partner in Willing, Morris & Company, one of the leading mercantile firms in Philadelphia. He was also a member of the Continental Congress 1775-1776, where he voted against the Declaration of Independence.
