Hopes for a final settlement of his affairs, presumably his military accounts. Notes that when he entered the service, he was promised an indemnification of his losses in Canada, and a commission was appointed to hear related evidence. Congress has since failed to confirm the commission's findings, and Hazen does not know who is responsible for the long delay in settling his affairs.

As much as I ardently and most sincerely wish a final settlement of all my affairs yet I do not see how they are to be accomplished at present for many reasons, amongst which the following appear to me very difficult if not insurmountable:
I suppose M.r Milligan, the late Mr Pierce, and Mr Howel have laid their heads together to reduce my accounts as much as they can
They have mutulated Coln Biddles settlement by what authority it does not appear
Milligan has disallowed above 1500 Dollars a Just Charge I Conceive against the United States
When I entered into the service I was promised an Indemnification of all my losses in Canada, Orders was sent to that place Accordingly Genl Wooster was pleasd to appoint Colo Elmour, Colo Willett and Mr Jeffers by his Special Commission to hear Evidences thereon & to determine which was Accordingly done, Congress were pleased to put off Confirming the Opinion of the Commissioners for a future Consideration to the Close of the War which has not yet been done
[2] Who is to be responsible for these Matters I do not know, to make a sacrifise of them is more then I can do, for I should be blaimed for so doing as well as all those who have any Concern in it-
