Tracy lays out his resume to General Henry Jackson as "the oldest inspecting Officer of the Militia" in Massachusetts as reason to appoint him "Inspector for the District of Massachusetts." He includes his "abilities and character" as well as the loss of property "in consequence of the late Revolution." Tracy would like Jackson to write Secretary of War Knox to recommend him to President Washington.
