Instructions tell commissioners to be knowledgeable of previous treaties with the northern and western Indians, especially the 1789 treaty signed at Fort Harmar. If there are conflicting claims desires them "to be liberal in granting additional considerations." Wants them to tell the Indians "That the remaining Lands of the Indians within the lands of the US shall be [guaranteed] solemnly by the General Governt." Boundary changes must be reported to the president and the Senate for final approval. Wants the commissioners to ask for a truce while the president and Senate consider the changes. If the Indians are amenable to a longer truce, the commissioners are to ask for one lasting 3-7 years. Wants preemption to purchase any lands given to the Indians if they decide to sell in the future, although this preemption clause does not affect their ownership in any other way. First eight pages are bound in string. The last set of pages is loose.
