The letter is missing its opening section. All that remains are the closing paragraphs, Campbell's signature, and a postscript announcing his good health. Campbell conveys his opinions regarding politics, public sentiment at home, and concerns of a schism within Congress: "I have observed with much regret, extracts of letters from members of Congress, announcing a schism in the Cabinet ..."
From 1803-1809 Campbell was the Democratic Republican to the 8th, 9th, and 10th Congresses. From 1809-1811, he was the judge of the State supreme court of errors and appeals; elected as a Democratic Republican to the U.S. Senate to fill the vacancy caused by the resignation of Jenkin Whiteside and served from 1811-1814, when he resigned. He was appointed Secretary of the Treasury in the Cabinet of President Madison and served from February to October 1814. From 1815-1818 served another term as the Democratic Republican to the U.S. Senate. He was the U.S. ambassador to Russia from 1818-1821.
