Signed by Acting Rear Admiral Porter as Commander of the Mississippi Squadron to Captain Walke as commander of the USS "Carondolet." Wants to have the tugboats in order so they can be ready for emergencies. Tells him to keep as few of them under steam. Says it will do the men good to pull in their own boats and that the squadron should follow that plan as much as possible.
