Southard as Secretary of the Navy asks Lieutenant Mayo to report to Captain James Banon, President of the Naval Court Martial, as a witness in the case of Charles Stewart. Stewart was being accused of convoying a foreign (British) ship into a blockaded port. He was eventually acquitted.
