State of the Union-like address to the Confederate Congress made in accordance with a constitutional provision. Admits that since the start of the Civil War they had "been so exposed as recently to encounter serious disasters." Discusses their limited manufacturing capability, arms procurement in Europe, the humiliating "surrender at Roanoke Island," and exaggerated "losses at Fort Donelson." Also discusses problems with the short enlistment periods occasioned by the popular belief that the war would not be long. Praises the financial system. Mentions reports being prepared by several departments and refers the congress to a statement in November 1861 for "further information touching the condition of public affairs."
