Background Information: Roberts was an attorney and government official in the Republic of Texas. At the time of this writing he was Texas' acting secretary of state; the following month he became ...the secretary of state.
Franklin, a judge and legislator, served in the Texas Revolution. At the time of this letter he represented Galveston County in the Texas House of Representatives.
