Major General Foster writes to Morgan, Governor of New York. Recommends Lieutenant Daniel Webster Flagler of the Ordnance Corps for command of one of the regiments being raised by New York State. Writes "I have seen him Constantly, & in many different positions since the sailing of the 'Burnside Expedition' & in justice & all sincerity must say- that he is fully qualified for any position you may be willing to give him..."
Morgan served as Governor of New York 1859-1862. "The Burnside Expedition" refers to General Ambrose Burnside's expedition to General Ambrose Burnside's 1862 expedition on the coast of North Carolina; one aspect of this expedition was an attack on Roanoke Island and its dependencies.

The copyright law of the United States (title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material. Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specific conditions is that the photocopy or reproduction is not to be “used for any purpose other than private study, scholarship, or research.” If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of “fair use,” that user may be liable for copyright infringement. This institution reserves the right to refuse to accept a copying order if, in its judgment, fulfillment of the order would involve violation of copyright law.
