One document entitled, "An Act to procure a legal canvass of the Electoral vote of the State of Florida as cast at the election held on the 7th day of November, A.D. 1876," dated January 17, 1877. The act requires the formation of a board of state canvassers to count votes and sign a certificate declaring the whole numbers of votes for each candidate and declare a winner. The certificate should be published in one or more newspapers.
