Kentucky Governor Powell requested allowance of Confederate POW's to take the oath of Dec. 8th, including prisoners at Camp Chase, Johnson's Island, Camp Douglas, etc.

With note and signature from Lincoln: "Excepting commissioned officers... let the within mentioned prisoners take the oath of December 8th, 1863 and be discharged."
