Colonel Holabird, Chief Quartermaster of the Department of Louisiana, informs Colonel Pierce (possibly an inspector in the Department of the Quartermaster) that "The officer who superintended & made the sales of Cotton called for by you is imprisoned & his papers are under seizure."
