Regarding surveying the approaches to Richmond to establish lines of defense

Comm[itt]ee of Council of City of Richmond:
I have the honor to state in addition to the verbal reply to the resolution of the Council of the City of Richmond of the 9th inst made to you this morning that Colonel Andrew Talcott of the State Engineers, having finished the examination of the approaches from the York river to the City, will on Monday next, commence to examine the Country around Richmond with a view to the establishment of lines of defense.
His party are still on the field prosecuting the survey of the route from Williamsburg, and until they reach his vicinity, he may require some assistance. In that event, may I request that it be furnished him by the City Authorities.
