Ordway, the ribbon's designer and Sergeant at Arms of the House, to Orlando Kellogg, enclosing the ribbon and explaining that it was designed for members of Congress and how to wear it. Also accompanied by a signed card of George T. Brown, Sergeant at Arms of the Senate, permitting Kellogg and family. Dated April 15, 1865 - 29 July 1865.
