This circular letter addressing the Panic of 1837, invites bankers "in the several states" to meet on 27 November in New York City "for the purpose of conferring on the time when specie payments may be resumed with safety, and on the measures necessary to effect that purpose." This copy is addressed to William Richmond, President of the Merchants Bank, Providence, Rhode Island. Signed as a member of the committee appointed by the officers of the banks of New York. At the time Gallatin was President of the National Bank of New York.
