Sir,

Having in a former letter to your excellency suggested the necessity of continuing the embargo on Rice for an unlimited period -- We have now to observe that the secret Purpose for it was required will in our opinion be fully answered by the 20th Day of Feby at which Day we could wish it were taken off but without any previous notice since thereby much advantage could be taken by [illegible] upon the enpossers upon the Public in order to receive the State over which you preside from the disagreable Situation of having an embargo on one of her staple Commodities as soon as [illegible] are have taken this earliest opportunity to give you excellency the necessary Information ---- We add that in our opinion the exportation of that article will greatly relieve the necessities of the North States exhausted by this cruel war.
