Walker, Confederate Secretary of War, discusses the Civil War with Moore, Governor of Louisiana. States "The War existing between this Government and that at Washington will, probably, be prolonged during the coming winter, and, in view of the rigor of the climate at that season on the line of the seat of War; it is desired that our soldiers shall be well supplied with clothing." Instructs Moore to order Louisiana's Department of the Quarter Master to create enough woolen clothing to supply the needs of the state's soldiers. Cites the difficulty of obtaining supplies and provisions due to a blockade of southern ports. Relates that because the amount of goods on the market are limited, the responsibility of providing soldiers with supplies will fall largely on individual states, not on the Department of the Quarter Master General of the Confederate States. Written on Confederate States of America stationery. Contains a War Records stamp. Contains a Rebel Archives stamp on the last page. Docketed 14 August 1861.
