Discussing a bill in Congress relating to naval officers (possibly the "Joint resolution to regulate the effect of a vote of the thanks of Congress upon promotion in the navy," GLC02680.32.) Appears that pages at the end are missing. Written by an unnamed Naval officer on Navy Department Bureau of Navigation and Office of Detail stationery.

John B. Marchand was an officer in the United States Navy. He captained the steamer "Memphis" during the Paraguay expedition, served as Captain of the U.S.S. Lackawanna during the Civil War, later promoted to Commodore.

I have rec'd your note and as our friend Smith is to be affected as soon as any body, indeed he got the []. I turned the matter over to him being satisfied he could give you the best information. I am afraid, from all I can learn, the fates are against you. The provisions of the bill have been drawn up with great care hoping that it might help every body certainly not to do them injustice as your note seems to intimate. We all thought & hoped it would let every body in if not for more than just to say so. Still you must not despair [] will turn up I trust & []. Or if you can offer any suggestions before the bill is [] back to Committee []
