Unsigned note states "Mr. Cushing has the honor to place in the hands of the President the accompanying supplementary volume, which completes the set of documents in the matter of the claims of the Hudson's Bay Company against the United States."
Cushing served in various governmental posts including United States Representative 1835-1842, Attorney General of the United States 1853-1857, and commissioner to codify the laws of the United States 1866 to 1870. Ulysses S. Grant was inaugurated as United States President 4 March 1869.
