Written as President to Root as Secretary of War. The bearer, Nicholas Fish, had lost his son in the Spanish-American War.

This will be handed you by Mr. Nicholas Fish the Father of the gallant young man who was the first to fall in the engagement of last Friday. He would like to have provided for his family the side arms of his son, and you will give the necessary orders to that end. He wants the return of the body of his son if that can be done. About this I refer him to you for such action as you deem practical
