Signed as Sec. of Congress to the Governor of New Hampshire. Prays that the new government will "promote and secure the happiness, prosperity and glory of the union."

Notes: Quite possibly Thomson's last official correspondence, acting as Secretary of Congress. (Should also be noted that technically Thomson was no longer Secretary when he wrote this letter, the new Congress under the Federal Constitution convened two weeks prior.)

I have now the Honor to transmit to your Excellency herewith enclosed two copies of the Thirteenth Volume, which closes the Journals of the United States Congress Assembled.
That the change which has been made with so much wisdom order and tranquility may answer the end proposed and promote and secure the happiness, prosperity and glory of the Union is my most fervent prayer.
