William J. Dodge was convicted in the U.S. District Court of Western New York of making seditious utterances while the U.S. was a war, in violation section 3 of the Espionage Act of 16 May 1918, appeal was denied by the Second Circuit Court of Appeals 13 October 1919 and the Supreme Court denied a petition for a writ of certiorari. Dodge began serving his sentence at the State penitentiary at Baltimore, Maryland on 22 January 1920. Wilson commuted his sentence to expire on 22 November 1920. Countersigned by William L. Frirnson as acting Attorney General. Printed document with blanks filled in with type.
