Dear Sir
I have not much personal acquaintance with the bearer hereof Mr. James W. Farrar but he is highly recommended to me by some of our most respectable Citizens, and the little I have seen of him has made a very favourable impression. He is one of numbers who have been thrown out of employment by the existing troubles; should you have it in your power to give him such a Clerkship on some vessel of the US Navy as he desires I have no doubt he would perform his duties with fidelity energy and ability.
