Presidential circular letter in which Washington transmits to Mifflin "the duplicates of the two Acts - one to establish the Treasury Department - and one for registering and clearing Vessels, regulating the coasting trade, and for other purposes."

Signer of the U.S. Constitution.

Thomas Mifflin was a general and aide to Washington during the American Revolution. He later held various political posts in Pennsylvania, including member of the Continental Congress, signer of the Constitution, and governor. At the time of this letter he was President of the Supreme Executive Council of Pennsylvania.
