Countersigned by Secretary of State Madison and Collector for the port of Newburyport Ralph Cross. The ship weighed 148 tons, had no mounted guns, and was navigated by an eight man crew. Printed on vellum and numbered 19. Signed as President.

Suffer the Brigantine Alert of Newbury port Samuel Herrick master or commander of the burthen of one hundred & forty eight tons or thereabouts, mounted with no guns, navigated with eight men.
To Pass with her Company, Passengers, Goods and Merchandise, without any hinderance, seizure or molestation: the said Brigantine appearing by good testimony, to belong to one or more of the Citizens of the United States; and to him or them only.
