Docketed to "Colonel" Tilghman, possibly Tench Tilghman, one of George Washington's aides. Reports that seventeen armorers employed at Fishkill, New York, have not been paid for nearly two years. If they do not receive clothing, Knox fears they will leave their posts, which will in consequence "greatly injure us especially in the repair of arms." Notes that the men work under John Ruddock, Deputy Quartermaster of stores at Fishkill. Thinks the men's request for clothing is reasonable. Knox's working draft.

There are 17 [inserted: hird] men employ'd under Mr Ruddock at Fish [inserted: Kill] as armorers and bullet casters and founders who hav recd no pay for near two years [struck: and] [inserted: by which reason they are] [struck: almost] entirely naked- Their situation is so deplorable that unless they are [strikeout] supplied with clothing they will leave their work which greatly injure us [especialy] in the repair of Arms. They are [angry] [2] that the value of their clothing shall be deduced from their wages-[struck: and this is nothing] their request is reasonable and more [struck: especially] [inserted: particularly] so as the Q. Mr. [strikeout] has people employ'd at Fish Kill upon the same [levy] as Mr Ruddock [will] more fully inform you
