Countersigned by John Avery as secretary. Resolution empowering the president of the council to sign the instructions for the Massachusetts delegates in regard to the Articles of Confederation and for the secretary to furnish those delegates with attested copies of those instructions.
Warren was the president of the provincial congress of Massachusetts.
